statements made against him, though asked for; that he has thus been deprived of the opportunities of substantiating his plea of not guilty.
8. There appears, therefore, to be some grounds for the allegation (See Petition to Sir William Robinson, of 24th. April, 1897) that he has been kept "in the dark".

Utter Singh's good character and service is attested by numerous testimonials (page 12, Appendix) and by the Petition of Indian-British Merchants residing in Hong Kong (Page 16 of Appendix); and the long services which he had rendered to the State, should weigh much against any deprivation of pension, even had his dismissal been found on due enquiry to be necessary, Even if the sentence of dismissal were duly passed, it were necessary to consider separately the question of forfeiture of pension,- a very grevious blow.
